I saw this a few months ago and passed it off as a hoax. I just checked snopes.com for the truth after seeing your post. Sounds like there is truth behind it but that it might be over exagerated a bit. I think it is disgusting.
Just goes to show how differently people think about things in different parts of the world. To us, they are pets and friends. To others, they are a commodity to be exploited, like cattle.
Not to condone the hooking thing, but in parts of southeast asia, the dogs wouldn't be bait - they might just be supper.

I agree, it offends my sensabilities, too.
